Not a policy. A property of the system.
THE PROBLEM
A democracy must answer for the use of force.
A system that can apply force without meaningful human control is not fieldable by a state that must answer for it.
HUMAN AUTHORIZATION
No effect without a human.
Authority over every effect is cryptographic and exact, bound to one commander, one target, and one moment. There is no path to act without a valid, human-issued authorization, and no override.
THE PERMANENT RECORD
Recorded. Independently verifiable. Replayable.
Every decision and effect is written to a tamper-evident record, verifiable independently after the fact and replayable through time.
WHY THIS IS THE ARCHITECTURE
Structural, not a policy layer.
Accountability here is a property of the architecture, not a layer applied over it. That is what allows the capability to be fielded where law and the public require it.
Every effect is human-released, cryptographically bound, and permanently recorded.
